Bill Perkins

Bill Perkins is the managing member of W. G. Hays & Associates, LLC. 

One of Mr. Perkins’ first projects with Bill Hays in 1989 and 1990 involved an investigation on behalf of a secured lender regarding Philippine monies that were believed to have been funneled into four office buildings on Wall Street and in Midtown of New York City.  With the Imelda Marcos trial underway at the time in Manhattan and her famous “closet with 80 pairs of shoes” story, the Hays team was busy summarizing data and testimony released from the trial each day to use in their case regarding the ownership and management of these buildings.  Since then, many interesting cases involving fraud, Ponzi schemes and the diversion of funds have followed.

After graduating from the University of Arkansas with a degree in accounting, Mr. Perkins spent almost four years in the U.S. Navy, serving as the supply officer of a nuclear fast-attack submarine based in Groton, CT.  After his Naval service, he moved to the suburbs of Atlanta and joined the audit department of the CPA firm Arthur Young & Company (AY), which later merged to form Ernst & Young.  Mr. Perkins became a CPA, rose to the level of audit manager and was in charge of several audits of AY’s large and small clients, including Lockheed-Georgia Corp. in Marietta, West Point-Pepperell Inc. sheeting and carpet divisions, the KFC regional accounting center among others.   In 1983, Perkins left AY to become the legal administrator of the labor law firm Constangy Brooks & Smith in Atlanta, until employed full-time in 1990 by Bill Hays.

Mr. Perkins is a Certified Fraud Examiner, a Certified Insolvency and Restructuring Advisor, and was licensed by the State of Georgia to practice as a Certified Public Accountant. 

Mr. Perkins’ focus is fiduciary roles such as state or federal receiverships and chapter 11 bankruptcy trustee.  He has also served as bankruptcy examiner and other specialized bankruptcy roles such as disbursing agent and creditor representative.  He is a forensic accountant and has also served as an expert witness on several occasions as a forensic accountant and receiver.
